Macaroni Salad

1 lb. macaroni
1 cup diced celery
2 diced carrots
1 diced green pepper

Dressing:
1/2 cup vinegar
3/4 cup sugar
1/2 can sweetened condensed milk
1 cup mayonnaise

Cook pasta according to directions; rinse with cold water and drain. Add celery, carrots, and green pepper. Mix dressing together and toss with salad.
